Call and write your Representative"Virginia needs to start using international best practices for all communications in all bills. 
 
SB 1138 exempts the consortium from being accountable and accessible to the public. This is contrary to the recommendation in the NAS report for Best Practices pg. 211:

"Meaningful and timely public participation should occur throughout the life cycle of a project, so that the public is both informed about - and can comment upon - any decisions made that could impact their community. All stages of permitting should be transparent, with independent advisory reviews."

Senator McWaters' bill establishing a nuclear consortium reported 17-2. Del.s Tyler, McClellan voted against.
 
Del. McClellan asked Frank of LIS to explain how the bill relates to uranium mining, because she's gotten a lot of calls. Del. Joannou also sited concern because he received calls.
 
Legislative Services responded by citing Section 45.1.283.
 
Subsection 1404 lists powers and duties of the Consortium-- no activities related to mining or milling are listed. Without express authority to regulate, this body will not have the ability to do so.
 
The Chair, Delegate Kilgore, told the audience that no comments related to uranium mining will be welcome-- comments ruled non-germane and out of order because the bill is unrelated to uranium mining.
 
Del. Kilgore told us that an amendment to preclude uranium mining would open the debate again on the house floor.
 
Del. Spruill asked the chair to allow comments from the public.

    Let's get those phones ringing. We want to STRESS the lack of transparency and the consortium NOT being held accountable to FOIA as the main point!!!!

    The Nuclear Energy Consortium would give the Nuclear Industry carte blanche in using Virginia's colleges and resources for any aspect of the cradle to grave development of Nuclear Technology. This fuzzy piece of legislation is veiled in secrecy and has been stron...gly defended by it's supporters who claim that any scrutiny or transparency would hinder their agenda. What is their agenda? We are not sure, it's secret.

    Cathy France, head of the Governor's Uranium Work Group, is the facilitator of this bill, and seems to have too much personal interest in seeing it become law. She vociferously opposed any non government or non industry involvement and resists even allowing FOIA access to the doings of this "think tank".

    There are too many questions and not enough answers to allow this furtive commingling of public and corporate funds to go through this year. The public has been far too trusting, relying on the Nuclear Industry's claims of safety and accountability. This would possibly give this industry access to unlimited funding with no citizen oversight. Stop it, if this is such a good bill, it deserves the chance for more citizens to read it and either endorse it or reject it.

    Ok, it's Friday, this Bill passed the committee Thursday, but it still must be read three times and voted on maybe Monday. What is needed is to have everyone call all of the House of Representatives and ask that some citizen transparency issues be questioned.
